Prioritize Edges and Corners

Outer arrows with short paths are usually already open.
An arrow near the grid's edge pointing outward has a short escape path, so it's rarely blocked. Corner arrows pointing outward can almost always be cleared immediately.
Clearing the outside first shortens the paths of inner arrows, making them easier to solve. When you're stuck, look toward the edges.
